26-year-old man, Baltimore police officers identified from shootout

On Monday, May 12, 2025, a fatal shootout occurred in North Baltimore, resulting in the death of 26-year-old Jai Marc Howell. The incident took place around 1:30 p.m. in the 4600 block of York Road, a location that has experienced recent violence.

According to Baltimore Police Commissioner Richard Worley, officers approached Howell, who then fled on foot. During the pursuit, Howell allegedly produced a handgun and fired multiple shots at the officers, striking a patrol car. In response, officers returned fire, and Howell was shot. He was transported to a hospital, where he was pronounced dead.

The officers involved have been identified as Detective Enger Jimenez, a 4-year veteran; Detective Steven Foster, an 11-year veteran; and Detective Tony Tiburzi, a 5-year veteran of the Baltimore Police Department. All three have been placed on administrative leave pending an investigation by the Maryland Attorney General’s Independent Investigations Division (IID).

At the scene, police recovered a handgun equipped with an extended magazine. Mayor Brandon Scott addressed the incident, emphasizing the city’s stance against illegal firearms and violence, stating, “We cannot and will not have people indiscriminately walking around with illegal guns, and willing to use them and shoot them indiscriminately at police officers in the middle of the day.”

The IID is conducting a thorough investigation into the shooting and is expected to release body-camera footage within two weeks. Since its establishment in 2021, the IID has investigated over 70 incidents involving police in Maryland, including more than a dozen in Baltimore City.
